Digital service design and prototyping request for qualifications (RFQ) issued

The Government of Yukon’s eServices for Citizens Unit leads the government's digital transformation in public service delivery. What we’re doing

We've issued a tender for request for qualifications (RFQ) so we can establish a pre-qualification list for digital service design work to design, prototype and support government products and services.

Services and capabilities we anticipate needing

This is a summary of the services we anticipate we’ll need. Refer to the RFQ documents on the tender page for details.

Digital service design and prototyping

We may ask you to:

  1. Conduct discovery workshops with multiple stakeholders, including citizens, to identify the user and business needs.
  2. To do requirements gathering and analysis and propose ideas or solutions to solve various user and business needs.
  3. Create prototypes or mock-ups for testing ideas and usability based on user needs and business goals.
  4. Manage and engage stakeholders in the service design process to facilitate decision-making processes.
  5. Provide a human-centric design framework and associated processes to understand and align user needs and business goals.
  6. Identify key performance indicators (KPIs) and implement analytics, reporting and improvement strategies to measure the KPIs for services.
  7. Consult and design the technical architecture for digital services, in compliance with Government of Yukon guidelines and privacy and security standards.

User research and testing

We may ask you to:

  1. Conduct user research to understand various user needs and expectations for different services and products.
  2. Test services and products for usability and feedback and provide detailed test reports.
  3. Analyze qualitative and quantitative data and then turn the data into actionable tasks to improve the service usability.

User interface design and theming

We may ask you to:

  1. Create new themes or take the established Government of Yukon standard or approved theme for government information websites and digital services and apply the theme to the websites and digital services you’ve been contracted to design.
  2. Create visual representations of government websites in the form of wireframes, mock-ups or prototypes.
  3. Create, implement and support designs and themes that work on a wide range of modern web browsers, mobile devices, assistive technologies and some legacy web browsers.
  4. Come up with designs for websites and digital services considering Government of Yukon branding and standards for interface elements and content that can be developed and documented.

Design and develop information architecture and content for products and services

We may ask you to:

  1. Develop information architecture design to optimize user experience.
  2. Create and optimization web content using the government’s user research-based, data-driven approach.
  3. Plan, manage and develop content for products and services, with a focus on plain language and adherence to the Government of Yukon Digital Standard guidance.
  4. Produce support documentation for various user groups.

Audit and analyze data, existing services and content

We may ask you to:

  1. Audit and rebuild some or all of the existing elements and features for various digital services or web applications.
  2. Audit and analyze data and provide expertise in developing plans and strategies for making audited data open and accessible for citizens.

IT consulting, strategy development and ongoing advice

We may ask you to:

  1. Provide advice on a wide range of business topics related to information architecture, platform management, cloud migration and delivering services and content online.
  2. Participate in creating and implementing an information architecture strategy that is consistent across Government of Yukon websites and online services while also meeting department-specific navigational or user experience requirements.

Project management and IT change management services

We may ask you to lead or manage specific projects or sub-projects. This could include coordinating project activities, schedules, budgets and deliverables.

Procurement timeline

We are working to this timeline but the dates are subject to change. Check the government’s procurement website for the official timeline dates.

  • February 5, 2020: RFQ issued.
  • February 19, 2020: Conference call for respondents to ask questions or tune in to listen. Details on how to call in are in the RFQ on page 13.
  • February 28, 2020: Deadline for written questions.
  • March 9, 2020: The deadline for submitting responses is 4 p.m. PST.
  • March 24, 2020: We’ll create the qualified source list and publish it on the procurement website
